Environmental Pollution Accident Cost Method

At present, along with the rapid development of China’s economy,the attendant environmental problems have become increasinglyprominent. Environmental pollution accidents occur frequently, resultingin a sharp deterioration of environmental quality at the same time, alongwith the huge economic losses, how these losses are caused by theaccident of the body-the enterprise reflects that environmental pollutionaccident cost measurement issues. Economic losses have been incidentsof environmental pollution factors into Chinese System of NationalAccounts. Measurement of environmental pollution accident cost notonly requires the sustainable development strategy, but also helpenterprises reduce the risk of environmental pollution accidents.Our in-depth study of environmental costs and the system has notyet been carried out. Range of environmental pollution cost accountingthere are still some controversy in the academic community. For the costof environmental pollution accidents there is no uniform definition,estimates and actual compensation to be limited to part of the scope of thedirect economic loss, damage to the value of natural resources is no exactmeasurement standards and measurement methods feasible.Based on the British Petroleum (BP) oil spill in the Gulf of Mexicoand the accident occurred in Bohai Bay, ConocoPhillips, This paperstudies the measurement of corporate environmental pollution accidentcosts. First, by comparing the annual financial statements disclosure afterthe oil spill in the Gulf of Mexico and environmental costs of economicloss accident，the results of environmental pollution accident costs in theUnited States includes the cost of pollution prevention, spill responsecosts, pollution compensation costs. Pollution Compensation costs are included in almost all of the direct and indirect losses. Secondly,compared to the cost of environmental pollution by Gulf of Mexico andConocoPhillips oil spill, noting the range of accounting environmentalpollution accident costs should include direct and indirect losses causedby the accident, environmental measurement methods should be usedreplacement cost methods. Again, environmental pollution accident costmeasurement method based on the environmental replacement cost isproposed in this paper, including the calculation of habitat, biodiversity,fisheries, tourism, environment and landscape, provide a referencemeasurement of the cost of environmental pollution accidents.
