Recently, almost all the national civil aviation enterprises are focus on building safetymanagement system according to their own characteristics, and the risk management hasbeen the key of the safety management system. With the purpose of reducing typicalunsafe events during airlines operation, this study has introduced several methods andproposed a safety risk management method.In the study, the grey prediction model for the occurrence probability of the safety riskwas introduced and the analysis and estimate model was built. Through SHEL model, thevarious reasons of unsafe events have been analyzed and the dangerous sources existed inthe unsafe events have been concluded. Furthermore, these dangerous sources were scaledthrough hierarchy process. And according to the sampling procedure, the method whichcan inspect the effectiveness of man-made control measures has been proposed in order topromote the efficiency. Besides, the safety risks managements were evaluated by the riskassessment matrix method and the risk value method in this paper.Through above management process, it can be solved that the accuracy and reliabilityin the risk analysis and evaluation process were low. It can work out the problem ofmismatching between control measures and scaled dangerous sources. Additionally, thismanagement method can reduce the difficulties of both the man-made control measuresinspections and the risk management efficiency estimations. As a result, this methodimproves the quality of risk management and reduces the possibility of unsafe events.
