Environmental protection must be enhanced with great effort for theimplementation of scientific outlook on development and promotion ofharmonious development of man and nature. The vice Premier Li Keqiangdelivered a significant speech on the7thNational EnvironmentalProtection Conference. Purpose of this conference was mainly to carryout the principal theme of the12th Five-Year Plan, to implement thespirit of Central Economic Work Conference and to practice Focus onStrengthening the Environmental Protection and National12th Five-YearPlan of Environmental Protection issued by the State Council, which arethe programmatic documents for guiding work of environmental protectionin the new period. It is also put forward that advanced environmentalmonitoring and precaution system and sound system of environmental lawenforcement and supervision should be constructed in order to improvethe environmental management abilities.Work of environmental monitoring in Shenyang provides abundant,accurate, scientific and prompt monitoring information for environmentalprotection policy-making and environment management in this city. Besides,it also makes contributions to maintain safety of environment in Shenyang,to secure people’s health living here and to promote comprehensive andsustainable development of economy and society. Especially in the past10years, the ability of public service of environmental monitoring hasbeen strengthened very distinctly and the standards of monitoringtechnologies have been promoted significantly. At present, mode ofgrading operation management based on various kinds of environmentalmonitoring network comes into being on the whole. Technical equipment system used to monitor conventional index with the basis of automaticmonitoring begins to take shape. However, environmental precautionmonitoring work lags without knowing where hidden peril for theenvironmental safety lies, which makes it difficult to find and solvethe prominent environmental problems in time.This dissertation studies the System Optimization of forecast andprecautions of major industrial pollution in Shenyang applying sometheories such as project management. The paper analyses three aspectsincluding the study of the selection of major industrial pollution sourcesin Shenyang. Because the present environmental standards mainly takedischarge concentration as the assessment index, in the process ofselecting major industrial pollution sources, discharge concentrationis always being paid excessive attention. Besides, the currentcalculation formula is mainly to show discharge concentration, so thereexists some problems in the process of selection. Therefore, currentmethods used to select the major industrial pollution sources shouldbe optimized so as to make the selection more comprehensive and reasonable.Methods of selection based on discharge quantity, discharge concentrationand emission reduction target should be changed and a new method ofselection with multiple levels and more weight should be set up. Andthe second aspect is about the analysis of methods of forecast andprecaution of industrial pollution. Secondly, as for the methods ofprecaution of watershed pollution, accidental water pollution lags intime so when the water quality precaution system gives out an alarm,the pollution has caused serious consequences, therefore, precautionsystem can not prevent the accidents from happening to a great extent.In addition, in recent years accidents of water pollution caused byimproper discharge by pollution sources happened very frequently.According to statistics, among the accidents of water pollution in the past30years in China,21.3%of them were caused by illegal discharge.Precaution refers to sending some emergent signals to the relevantdepartments reporting some dangers according to some possible warningsigns summarized from the experiences in the past or some warning signsobserved before the happening of disaster or any danger that should beguarded against in advance so as to avoid some losses because of ignoranceor lack of preparation, therefore, losses caused by the damage can belowered down as much as possible.The response procedures of water quality precaution system areon-site on-line monitoring preliminary precaution, on-site monitoringchecking, confirming the condition and scope, releasing warning,formulating emergency action plan, removing hidden danger and assessingthe damage. This dissertation draws up optimized plan for the currentprecaution method of watershed pollution basing on the ideas mentionedabove. The third point in this article is about environmental weatherforecast. Shenyang environment and air quality forecast system is anautomatic system with high accuracy, which can carry on daily operationwork. The system is with its sound theoretical basis, reasonable modedesign and timely and quantitative forecast effect. But with the fastdevelopment of computer technology today, the forecast system still hassome problems to be solved.City air quality monitoring and city air quality forecast are tomake environmental air quality forecast predicting and foreseeing. Andthey can also give some warnings about tendency, direction, speed andconsequence of atmosphere development. This thesis draws up optimizedplan for environmental air forecast basing on the ideas mentioned above.Meanwhile, some measures of implementation are proposed to improve themethods of forecast and precaution of major industrial pollution inShenyang. Finally, the dissertation is summarized and the innovative ideas in the paper, the current weak points and future direction forstudy are explained further as well.
