Based on the panel data model and the VAR model, the empirical analysis between carbon emission and industrial structure was conducted from the three aspects, which were output, employment and technology structure. The main three findings were as follows.(1) Based on panel data of China’s30provinces between1997and2010the study objects of the nation, east, middle and west district, the relationship between carbon emission and industrial structure was studied by establishing the entity and time fixed effects model. The main findings were as follows.1) There was a long equilibrium co-integration relationship between carbon emission intensity and industrial structure.2) There was a marked correlation relationship between the two variables.3) The base of carbon emission was the least in the east area, which had the greatest impact of industrial structure adjustment. However, the middle and west areas had larger carbon emission, less industrial structure adjustment effects.(2) Based on panel data of China’s8industries between2003and2010, the relationship between carbon emission and employment structure was studied by establishing the alterative coefficient entity fixed effects model. The main findings were as follows.1) There was a long equilibrium co-integration relationship.2) There was a marked relationship between the two variables.3) China’s carbon emission was distinct in industry.(3) Based on VAR model, the relationship between carbon emission and technology structure was studied. The technology structure was represented by R&D expense intensity, R&D people proportion and authorized patent per GDP. The main findings were as follows.1) There was a long equilibrium co-integration relationship.2) The industrial technology structure was the Granger reason of carbon emission intensity, otherwise it was not established.3) There was a dynamic relationship between carbon emission intensity and industrial technology structure.Based on the conclusions, the policy suggestions were as follows.(1) Different low carbon policies were made according to different situations in these districts.(2) The industrial structure must be adjusted to boost the traditional industry to upgrade and the service industry should be encouraged to develop greatly.(3) Technology development was useful in reducing carbon emission.
