With the rapid economic and social development, more and more large, extra large plants under construction. Dalian as an important chemical industry base in China, is building a large number of petrochemical factory. Because the risk factor is high, such as building fire design specifications also presented a huge challenge. Traditional fire design specifications and methods has been difficult to meet the fire safety requirements, in this context, the performance-based fire design (Performance-based Fire Safety Design Method) as a safer, more rational fire design methods came into being. Performance-based fire design approach in the international arena has been a large number of great achievements. In China, this method has just been introduced, in many ways, is not perfect.This study combines Dalian Hengli Petrochemical Co., Ltd. indoor coal storage yard fire performance-based design projects under construction as observation points, performance-based fire protection design concept, the basic framework, significance and applicable model is described and discussed. The study analyzed a large number of domestic and foreign relevant data and documents, and based on the special nature of the petrochemical enterprise, combined with specific cases, to explore the details of the achievement of performance-based design in order to make the optimization of the performance-based fire design. This performance-based fire design of petrochemical enterprises is a new exploration of great significance to enhance petrochemical enterprises of disaster prevention and resilience. This study will also provide some useful ideas in performance-based analysis and design tasks for other types of enterprises in China may refer to the basis for our future performance-based fire design specifications.
