The petroleum chemical industry is the pillar industry of national economy, itsproducts cover and contain almost everything relates to people’s daily life, makes animportant contribution to the economic development, social progress and theimprovement of people’s living standard. However, due to the characteristics of theproduction and products, all kinds of petrochemical enterprises are involving inproducing, storing and transporting various and a large number of flammable,explosive, toxic and hazardous chemicals, most of these chemicals exists in gaseousor liquid form and are highly active. What’s worse is that most production, storageand transportation process are carried out in high temperature, high pressure, highflow rate and other harsh conditions. All these factors multiply the fire and explosionrisks of petrochemical enterprises, and bring huge hidden threat to the national wealthand the safety of people’s life and property.The theories of safety system engineering and risk evaluation have developed forseveral decades in western countries, and have emerged a series of classic riskevaluation method. But the fire risk evaluation methods widely used in domesticpetrochemical industry are still dominated by qualitative and semi-quantitativeapproaches, and all have various limitations. This paper based on detail analysis of thecharacteristics of production and fire risk of domestic petrochemical enterprises,developed a new fire risk evaluation method based on the theory of Fuzzy GravityCenter and Analytic Hierarchy Process. The results of case study shows this method isvery suitable for evaluating the fire and explosion risk of domestic petrochemicalindustrial enterprises and parks. This paper also put forward a series of systematicproposal to domestic petrochemical enterprises and industrial parks based on the riskevaluation method, in order to help domestic petrochemical enterprises, petrochemicalindustrial parks and production safety supervision and administration department toimprove their work.
