As the first eco-economic development area, it is necessary to have a perfect legal to protect it. Dependent on the tow national development strategies, this essay is going to critical of current situation, and try to find out useful suggestions to the eco-economic development area.This paper analyzes the environment situation in Yellow triangle regional develop-ment strategy and Blue economic zone strategic area,and know that there are serious ecological problems in the Blue and yellow economic zone:predating exploitation lead to resource exhaustion, the ruggedly mode of economic growth made the sea river/and lake heavily polluted, irrational pattern in the industry and the ruggedly mode of economic growth brought severe air pollution.
