| With the rapid development of China’s economy，Productive land increasingly tense,As the most dynamic zone, the coastal zone has gradually become the main battlefieldof economic growth. Coastal wetlands are rich in natural resources, it has importantecological value。The current our coastal wetlands development lack of correspondingecological protection system guarantee。So it led to the economic and ecologicalbenefits unfair distribution of interests between the stakeholders, there are too manycontradictions between the developer and protector, local governments, residents. Theecological compensation as a means of ecological economics to solve these problemsare reasonable, but the current practice of ecological compensation mainlyconcentrated in watershed and forestry, therefore, the need to build ecologicalcompensation mechanism in China’s coastal wetlands is urgent.Based on previous studies, the paper through the interpretation of remote sensing,spatial analysis and other ways to get data of coastal wetlands of the study area,Combine with The Development Plan Of Yellow River Delta Efficient Eco-EconomicZone to Classify and identify the wetland, further do some research on how todetermine the subject and object of compensation, the compensation standardaccounting methods, the way to Complete, and the supporting mechanism build to dothe research, draw the following main results：（1）According to the research purpose the coastal wetlands of Yellow River deltaefficient ecological economic zone is divided into shallow sea wetland, mudflats,saline-alkali land, rivers wetlands, lakes and reservoirs wetlands, wetland paddy field,grassland, forest land, a total of eight classes, the total area of8046.48km~2,be rich inresources, human activity is intense.（2） Combined with natural environment, social economic conditions anddevelopment planning, construction on the ecological compensation is divided into two kinds of model," ecological compensation of reasonable development andutilization " and " ecological compensation of ecological protection."（3）The coastal wetland type for development and utilization mainly includesintensive development zones and restricted development zone, the region ecologicalcompensation subject should be the state, local governments, enterprises andindividuals for wetland’s development, the main target are residents, farmers, etc.;This paper put forward two eco-loss evaluation model, and，and finally confirm the ecological compensation standardsthrough negotiation of compensation subjects; compensation way has two kinds，government-led and market-oriented, specific compensation includes building systemof ecological compensation taxes, the establishment of ecological compensationspecial fund, one-to-one compensation and quotas permit trading system.（4）Ecological protecting wetland refers to the core protected areas in the planning,the ecological compensation includes compensation for development opportunities,compensation the cost of ecological protection and compensation of ecologicalfunctions spillover. Compensation subject include country, wetland management,wetland resource consumers; compensation object are the local government andresidents that lost development opportunities。Enterprises and individuals need torelocation or immigration, the ecological environment builders, wetlands managementdepartment, etc.. For different compensation content and objects there are differentcalculation methods for ecological compensation standards:a For the local government：b For the local residents： c For the Enterprises and individuals need to relocation or immigration： d For the ecological environment builders：Compensation mainly utilize the government-led approach, supplemented bymarket-oriented operation. Compensation for the development right can be monetaryand, policies compensation, technology and intelligence compensation, publicpurchase; compensation for ecological builders can use the way of monetarycompensation, in-kind compensation; the compensation for ecological functionsspillover can use eco-labeling development of tourist attractions and othermarket-oriented operation.（5）According to the current problems of ecological compensation, the papertargeted build the supporting mechanism for guarantee such as property rightmechanism, evaluation mechanism, legal mechanism and supervision mechanism.Management should belong to the state, ownership belongs to the group, enterprise orindividual has the right to use. Conduct the access evaluation, the standard evaluationand evaluation of effects by choosing suitable indexes and methods，buildingevaluation mechanisms in the three aspects。Speed up the process of legislation andinformation, and disclosure information to ensure the smooth implementation ofecological compensation.（6）In order to achieve the purpose of efficient ecological, cooperate withconstruction of ecological compensation, the article make some recommendationsfrom planning, development and management. |
