The deregulation and marketization of the electricity industry lead to highly concerntowards the economic benefits. Therefore, improving the economic efficiency of thepower grid becomes a significant issue for the power system. By evaluating the economicefficiency of the distribution network, the overall condition can be observed. Besides, theweak links in the operating process shall be identified which will make practicalcontribution to the development and renovation of the distribution network. This paperaims at establishing a model of evaluation and calculating the actual grid based upon anintensive study on the operation of the distribution network economy.Firstly, this paper analyzes the current situation of the distribution network and theimprovement of the operating economy for the distribution network is put forward.According to the operation characteristics, a more scientific economic evaluation indexsystem for the distribution network is established. Based on the hierarchical classificationmethod, the system can establish and quantify the loss of the distribution, the load, thedistribution equipment and the grid structure.Secondly, this research analyzes the advantages and disadvantages of the Rough SetTheory and the analytic hierarchy process. As the complementarity of these two, acalculation method of the combined weight which is proposed by combining the RoughSet Theory and the Analytic Hierarchy Process is raised. The Rough set theory is used todetermine the objective judgement matrix of the indicator while the Analytic HierarchyProcess is used to confirm the subjective judgement matrix. To calculate the weight of theevaluation index of the working distribution network, rational objective judgementmatrixes and subjective judgement matrixes will be derived by mathematical formula.Thus, the validity and rationality of the method shall be verified after using the numericalexamples.Additionally, combining with actual operating data, the model and parameters of themembership function for every secondary index are established based on the runningeconomy evaluation of the index system upon the identified distribution network and the weighting method of the indicator. The concrete steps of evaluation and the FuzzySynthetic Evaluation Model are proposed in this paper. According to the actual operationstatus of the operating distribution network in certain regain, the Fuzzy SyntheticEvaluation is implemented.
