In recent years, with the quick increase of heavy vehicle and highwaytransportation volume and the increasing of public demand for pavementperformance, conservation task of highway is increasingly onerous and more andmore maintenance funds is needed. With the rapid growth of the highway haulage, alarge number of heavy traffic makes the pavement condition rapidly worsen, whichcauses maintenance period of highway cut down. Highway maintenance is enteringinto the peak period, but compared with highway construction, highway maintenancefund is seriously insufficient. Using the limited maintenance funds to get themaximum benefit, which always is one of the most concern for the highwaymaintenance department. The proportion of cost of heavy and intermediatemaintenance is large in the total cost of highway maintenance, which cannot beneglected. Therefore, making a special investment analysis of heavy andintermediate maintenance for highway and efficiently evaluating the benefits ofinvestment, which is helpful to provide the reference for reasonable use of funds forhighway maintenance department.Influence of highway maintenance measures on pavement performance beclosely related to maintenance funds invested. Taking highway performed heavy andintermediate maintenance of Huairou District of Beijing as the study objects, thispaper analyses the influence of heavy and intermediate maintenance funds investedon pavement performance, establishes the standard for investment of heavy andintermediate maintenance for highway, and evaluates the benefits of investment ofheavy and intermediate maintenance based on the improvement of pavementperformance by the method of benefit-cost analysis in engineering economics.Meanwhile, this paper presents the relativity between maintenance cost andpavement performance index and traffic volume, establishes prediction model of costfor heavy and intermediate maintenance of asphalt pavement of highway based onthe pavement performance index and traffic volume. The model is the theory forhighway maintenance department to predict the cost of heavy and intermediatemaintenance for next year based on real-time pavement performance and traffic flowdata, which is helpful to scientifically make investment plan and reasonably use themaintenance funds for highway maintenance department, realize the scientificalization, standardization and rationalization of investment decision-makingmanagement of highway maintenance.
