With the advent of the leisure time, to meet the leisure needs of the people andprovide new open spaces to meet the needs of leisure activities has become the focus ofattention. People enjoying the spirit in the pursuit of leisure is to seek a comprehensivedevelopment, therefore,that greatly increases the demand for cultural consumption andthe spirit of consumption. Premier Wen Jiabao said,"Culture is the soul of a nation."The seventh session of the Sixth Plenary Session discusses and analyzes the culture ofinstitutional change related to deepen cultural restructuring that the enormous energyand opportunities. In recent years, the city culture and leisure industry in boosting theeconomy is increasingly apparent, as indispensable to the development of urbaneconomy industry, which optimizes the urban structure, enhances social coordination,and improves the human environment, and activates urban vitality, and promotes thedevelopment of the service industry, has not irreplaceable role. Urban culture andleisure space for the people’s culture and leisure activities provides a venue space, andhas become increasingly popular with people.Based on this background, the thesis studies culture and leisure space of Xiningcity. This thesis, by means of environmental psychology, environmental behavior,architecture, landscape ecology, focused from the point of view of urban planning anddesign, first analyzed the characteristics and the problems of culture and leisure space inXining City, the residents of the culture demand for recreational space, the currentsituation and the building opportunity of culture and leisure space of Chengbei districtin Xining city, put forward the necessity and feasibility of building the Seongbuk cultural leisure space; then, the article from the research of Seongbuk culture and leisurespace planning and design, got some benefit Xining building initiatives of the cityculture and leisure space. Finally, noting that cultural and leisure space planning anddesign from the city culture and leisure space system, the integrity of the proceeding tothe status quo research design, combined with the geographical features and localcultural characteristics, taking into account the participation of the users of space, thebuilding is full of humanity culture and leisure space.
