In this paper, define the arctic route navigation environment as the research object, analyze the arctic route in a comprehensive system way.First of all, with the use of Delphi method to all related factors for screening, get the factors that real influence the arctic route navigation environment.Then, base on the factors selected by Delphi method, setting up the index system. Use the ISM model to analyze the index system in the comprehensive system way, find out the directly or indirectly, level or causal relations between each factor, and finally make all the factors that form a structure framework.Because the frame is much more complex, so use the specific principle to deal with the noise, simplify the structure model, in order to further analyze the weight of factors.Again, base on the structure using AHP analytic hierarchy process to calculate the weight of each factor and according to the weight make it in descending order. Finally, according to the descending order, put forward some specific measures and Suggestions in the situation of China. For our country holds a place among arctic route to provide the theory basis and put forward the strategy for reference.
