Dealing with oil spill is an important subject to protect marine environment. The technology of mechanical recovery is identified as an ideal means to handle the spill oil, for one thing, it can eliminate the oil spill efficiently; for another, the recovery oil can be reused, as a result, there is almost no secondary pollution. However, the development of the technology of mechanical recovery is far from satisfaction due to the low recovery efficiency, complex structure and the limited applicable environment of the products, which can not satisfy the requirement of oil recovery.After summarizing operating principles and characteristics of existing various recovery technologies, this paper identified the widely applied DIP (Dynamic Incline Plane) Skimmer as the research subject based on comparison. The newly DIP skimmer is optimized by the integrated application of many oil spill recovery technologies to obtain better oil spill recovery result. For this, the following items are involved in this paper:1. The concept of "dual towing" presented in this paper refers to the towing of upper belt and the lower water flow, the former is driven by a driving wheel; and the latter is achieved by the fast flow of water in the oil-gather box due to the continually suction of an internal pump. Combined with Navior-Strokes equation, the numerical simulation is done for the dual towing to obtain the principle, whose results indicate that the dual towing is better than traditional towing, as well as larger viscosity of oil spill.2. By the combination of CAD and CFD, this paper implements the optimum design of inner construction in the newly skimmer to ensure satisfied recovery effect. Multiple models of newly skimmer are built by CAD according to different diameter of the driving wheel. And then emulation calculations of single-phrase water flow are carried out by Fluent, which aims to obtain the velocity vector distribution.3. Then, the results are analyzed by synthesis of Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation with the evaluating indicators of mean velocity in the positive direction of axis y, velocity standard deviation in the direction of axis y and flow tendency in the positive direction of axis y to obtain optimized design model of newly skimmer ultimately.
