Specifications for Design Highway Asphalt Pavement (JTJ 014-97) Provisioned,At the completion of the Pavement Deflection, If the overall stiffness use the Designdeflection value as the control targets, when the road acceptance, the behalf ofdeflection value must be less than the Design deflection value of the road. WhileSpecifications for Design Highway Asphalt Pavement (JTG D50-2006) Provisioned,Road Surface Deflection detection standard value must be calculated according tofinalize the pavement structure thickness and material modulus. But now hand overthe acceptance, many units still use Design deflection value as CompletionAcceptance deflection value, engineering of the actual situation, such as soilconditions, the structural layer of material parameters, etc. And not fully considerseasonal change, material strength’s change, the external factors influence on thedeflection of the roadbed and pavement in different testing conditions, so, the paperput forward the determination method which can be suitable for any season to test theacceptance standard.According to a large study material, the paper based on Highways entityengineering analyze the insufficiency of the deflection of the acceptance standard inChina’s current norm, The paper research the influence of the soil and water contenton soil base resilience modulus, put forward view that the water content is the themain factors influenceing the soil base resilience modulus comply with the seasonvariety. Through the experimental analysis of the soil base modulus and moisturecontent inside and outside, the paper have get the conclusions that the soil baseresilience modulus have a good relationship with the moisture content, the paperstudy the rule of the soil base resilience modulus comply with the water content’schanging to puts forward method to determine the influence coefficient of the season.Secondly, the paper studies the rule of the compressive rebound modulus of severaltypical semi-rigid base material and flexible subbase materials in Hunan provincecomply with the age and external conditions changing, puts forward the exchangerelationship of the basic material compressive rebound modulus in standard healthcondition and natural health conditions.Finally, the paper analyze the pavement layer’s thickness and several differentmethods of deflection testing, and the comparison of the advantages anddisadvantages of each test method, at the same time, the paper use the relationship of each layer modulus and thickness’s influence on the deflection of the surface to putforward the rule based on the water content change and semi-rigid base materialresilience modulus comply with temperature and ages’change, and method todetermine the acceptance standard of the surface at any testing time,, and to show thismethod is better serve to control the quality of the project with the entity engineeringas a example...
