The Research On Project Materials Management And Procurement System

At present, our country railroad construction is in the large-scale development time, so The railroad items of basic construction’s investment scale is getting bigger and bigger, and material procurement costs in railway construction costs accounted for a large proportion (60%-70%), which causes a prominent question that the railroad construction management department faces is how to make these investments to be more highly effective and economical. Therefore the reasonable organization of construction materials procurement and deployment,and the reduction of material procurement costs have an important role in improve the railway project construction units to save investment, improve efficiency, ensure time limit for a project, and assure project quality.At first, this paper introduces the basic knowledge of construction project material management especially the management of material purchasing.secondly, it sum up the basic characteristic of the railway construction project material procurement by combined with the characteristics of railway project, Then refine the model of the railway construction project of commodity procurement by according to the status and requirements of the railway construction project material procurement. secondly,The procurement model was established by using the GIS,which based on the material supplier selection, warehouse point selection and the research of road network layout and the freight rate calculation. Then the procurement model of a freight rate lowest optimal was established by useing the linear programming theory.Then a computer program was developed by using vc++developed for solving the model. Finally, through a railway project cement procurement programme was analyzed for an example.Article on the end of this article summarizes the research results, and prospects the future of the study.
