Modern society is the information society, regardless of is the school ofeducation, marketing, government office, or the military, medical and health, manyof the daily work around the information to. In computer technology and the rapiddevelopment of network technology, the construction of the information society isbeing strengthened constantly, so that people have more efficient, convenient way oflife and work.Geographic Information System (GIS) as acquisition, storage, analysis andmanagement of spatial data is important tools, techniques and disciplines, in recentyears has received widespread attention and rapid development, in promoting localeconomic development play a positive role.City underground pipeline is the important infrastructure in the city, withconcealment, complexity, and management very difficult. As the city changes acourse accelerate, city network scale is more and more complex, the managementdifficulty is increased exponentially. The use of GIS technology for city pipelinenetwork management system development, will make the network managementwork is reduced greatly, can also provide network planning and construction cansupport scientific decision, to the city’s development and construction has activesense, can effectively improve the work efficiency and economic benefit.This paper relies on the Urban Construction Bureau of Liaoyang cityunderground pipeline network management information system development project,the city pipe network management of the status quo and problems, as well as thegeographic information system of the theory analysis, combined with the GIS spatialdata model and development model, has determined the system technical scheme,using GIS technology, database technology, completes system design. Finally, theuse of high-level language C++Builder, combining the GIS component MapObjects, using ArcSDE and SQL Server2000spatial data and attribute datastorage, design, development and implementation of the city underground pipenetwork management system, make the city pipe network management morescientific, the design has practical value for the similar systems, has quite drawlessons from a meaning.The paper is based on the GIS technology, realized Liaoyang City UrbanConstruction Bureau of city underground pipeline management system, comparedwith the similar system, because the system in city road is the main carrier ofinformation, network, management more clearly. The system has powerful function,management norms, safety and stability characteristics, for the city constructionmanagement provides decision-making support. At present, the system has beentested, officially put into use, stable operation, higher user satisfaction.Liaoyang City Urban Construction Bureau of city underground pipelinemanagement system, set up a convenient city pipe network management platform,improve work efficiency, reduce working intensity, as the city pipe networkconstruction provides data support, for the city construction providesdecision-making assistance, has very high practical value.
