| With the rapid development of automotive and transportation, car ownership increaseddramatically. The car brings the convenient to us along with a growing number of trafficaccidents. Driver speeding has already become one of the main reasons for causing a trafficaccident, so reasonable limitation of the driving speed is an effective way to ensure road safetyand improve the efficiency of vehicle operation. Thus, according to arterial highway conditionin China, the study of reasonable speed control methods have a great significance to effectiveprevention of traffic accidents and improve road operational efficiency and safety capacity.There are many researches about speed limit of Highways both at home and abroad,however, the arterial highway speed limiting exist the problem management and non-standarduse of signs and monitoring facilities. Its higher accident rates also should be paid enoughattention. This paper is based on the first hand research for arterial highway speed limit in JilinProvince and the study is as follows:1) Comprehensive analyzed the significance of arterial highway speed limit and study theexisting problem of management and non-standard using signs and monitoring facilities.Starting from the basic theory of road vehicle speed limit, arterial highway speed limitanalyzed the possible factors that affect the speed of vehicles in order to determine the mainfactors of speed limit and evaluation. By focusing on Speed, analysis the correlation betweenarterial highway design speed, operating speed and the speed limit.2) By using of advanced traffic data collection and statistical analysis methods, Spotchecks carried out for seven typical road sections in the main sample drawn road conditions,vehicle speed, traffic flow, drivers’ speed control information and analyzed traffic accident dataand driver questionnaire.3) Traffic safety as the main constraints of the speed limit model, taking into account therequirements of driving comfort and the relevant regulatory documents, in order to maximizethe operating efficiency and low transportation costs, a speed comprehensive decision-makingmodel which is about large cars and small cars was established. the applicable scope of themodel is illustrated, and the special sections recommended speed limit is given.4) A road speed limit model is built by using Vissim software and the sample speed limitprogram is also simulated to prove the validity and applicability of the model.The study has some great theoretical and practical significance to arterial highwayvehicles speed control, and more important in some way, it is abounding speed limit and speed control technology methodology in Jilin Province. |
