Into the21st century, globalization has been reflected in all aspects, just like economic globalization and political globalization. Almost every country was seeking cooperation on a global scale to make development. In these one and two decades, not only some developed countries in European or America, but also some developing countries like China, engineering talents are urgently needed, and we also aware a worldwide reality that a serious shortage of engineers. As an important branch of higher education, higher engineering education plays a key role in education development. China put education on a very important place and we have many advantages to develop engineering education. To adapt to the huge socio-economic changes, the requirements for engineering talent is also gradually change,"innovative engineering and technical talent" has become our new target for our higher engineering education.Traditional engineering education has its disadvantages, lack of practice education, humane education and innovation education Impact on China’s innovative engineering and technical personnel training. On this background, we started from the fundamental to clear the concepts and make our points after the reference of international experiences.
