With increasing of global population and scale of economy, influence of elevated atmospheric CO2caused global climate change, which has got great concern throughout the world. At the same time, based on a CO2emission reduction conferencing implemented in Copenhagen, the awareness of reducing emissions was heightened in them. China will realize target to decrease emission between40%and45%, as a main carbon emissions country. So it is important to construct an easy and scientific system, in order to promote and improve the development of decreasing carbon.The article, taking low carbon building as an example, analyzes the carbon influencing factors of residential architecture from decision phase, design phase, implementation phase and other phase. The evaluation index and the evaluation method of low carbon building are given. Firstly the paper attempts to define the conception of low carbon building, and study on the relationship among green building, energy saving building, ecological architecture and low carbon building. Secondly it establishes a set of the evaluation Index and the evaluation method of low carbon with the methods of documentary, questionnaire survey and mathematical statistic, in order to effectively control the carbon emission and improve environment quality.
