While organization of station operation is of high efficiency, not only can it be meaningful for speeding up of the wagon turnround and the improvement of carrying capacity at station, but also for coordinating carrying capacity of various sections and raising transportation efficiency of the whole railway network. Then the key point of dispatching work at station is how to estimate the source of departure train flow effectively and organize break-up and make-up operation and taking-out and placing-in operation rationally.This thesis has analyzed the technological equipment、technical operation and its dispatch commanding courses aimed at the second-type railway station (That is generalized district station and district station for short), then the relations of technical operation processes have been discussed by overall planning method. By analyzing the theory in content and composition between overall planning graph of technical operation and estimation graph of wagon flow, the plan diagram of technical operation at station which makes shift station working plan and great chart of technical operation together has been designed, and around which co-ordination on the compilation method of scheduling problem and flow allocation with shunting locomotive at district station has been studied. The compilation procedure would be divided into three gradations following the idea which is from easy one to hard one and to adjust step by step:First gradation is called the timing, on which the initial plan on the break-up and make-up operation of shunting locomotive is compiled based on some known information including the process sorts and its mutual relation、the detention time of various processes and schedule of train receiving or dispatching.Second gradation is on the aspect of wagon flow. The wagon flow under accumulation in shunting yard can be estimated based on the initial break-up and make-up plan and taking-out and placing-in plan by analyzing variation of wagon flow at station and sorts of the departure train flow source. To calculate the supply-demand difference of train made up for dispatching by combining the demand of departure train flow with arrival train flow and the train flow placing-in from place for loading and unloading. Then scheduling problem of shunting locomotive can be adjusted according to its supply-demand difference, including to satisfy the demand of departure train flow only by moving processes of shunting locomotive operation and to add taking-out and placing-in operation to meet the demand of train flow. The available train flow can be changed, thus the cycle structure from estimating train flow、flow allocation、adjustment on scheduling problem of shunting locomotive then updating train flow and back to estimate it is formed. In order to solve this dynamic problem, the processes of flow allocation are treated into static way by parts and the fitting model is established. As for solving this model, it should be localized by transforming flow allocation to resource allocation which can be solved by table-working method. What’s more, in case of coordinative optimization between flow allocation and scheduling problem of shunting locomotive, the rational and effective algorithm for global dynamic flow allocation is designed.Third gradation is for optimization. After the basic flow allocation and operation arrangement completed, the accepted scheduling problem of shunting locomotive is adjusted appropriately under the condition of none effect in the demand of train flow by considering global situation with overall planning as to save the workload of shunting locomotive and make it more coordinated with the using of arrival and departure track. Then solution with coordinative optimization is expressed by plan diagram of technical operation.Eventually the author has tried to use the theory of computer programming to achieve the idea of scheme optimization with plan diagram of technical operation into automation system of which assisted estimating and decision-making function can be verified by case analysis.While researching on the method of scheme optimization with plan diagram of technical operation at the second-type railway station by using overall planning theory, the thesis has broke the conventional flow allocation method and user-defined parameters which are confirmed rationally by calculating the case to measure flow allocation. The designed algorithm is implemented and has higher efficiency with flow allocation so that it will open up a new method and idea for solving the problem of dispatching decision-making at the second-type railway station. The method of this thesis can be not only consummated into utility software which compiles technical operation plan automatically by computer, but also used in practical production and experimental teaching. So it is of great meaning no matter with the theoretical angle or on the actual application.
