Research On The Selection System For Foreign Quality Representive In High-Speed Railway Constrction

The mode of the foreign quality representative is a more successful introduction mode of foreign supervision in high-speed railway construction. The foreign quality representative commissioned by the owners implements a comprehensive supervision management in the high-speed railway construction project.This paper puts forward the idea that Partnering relationship should be established between the owners and the foreign quality representative.Partnering can improve the quality of the owners and the foreign quality representative of the existing relations,increase mutual trust,good communication,solve the problem of asymmetric information and provide the prerequisite of smooth implementation of the evaluation system. It is benefit for making the owners and the foreign quality representative devote to common goal under the communication, coordination,cooperation and incentives mechanism.Through the analysis of the characteristics and particularity of the foreign quality representative, this paper provides the idea that the choice of the foreign quality representative should be based on quality before the negotiation of the supervision costs. In the evaluation phase, there is a scientific and reasonable evaluation system for tenders targeting at foreign quality representative in high-speed railway construction. This system is based on multi-level,qualitative indicators of interval and fuzzy number type characteristics,and the index weights group the nature of the decision-making,which is suitable for multi-level and group decision making,the evaluation method of the hybrid index evaluation method of multi-level mixed decision-making based on TOPSIS (technique of preference by similarity to ideal solution). This is helpful for the tender to choose the best foreign supervision as the foreign quality candidate from core competitiveness of enterprises and quality of supervision service. A simulated case is designed as the tender background to the foreign quality representative of the high-speed railway construction project.Make a brief introduction to the calculation of the foreign quality representative selection evaluation system in the simulated case. Illustrate the applicability of the choice evaluation system for the foreign quality representative.
