| With the rapid development of my country’s economy and the further improvement of the level of urbanization,a large number of people are concentrated in cities,which brings huge pressure to urban traffic.Traffic congestion has become the main factor restricting urban development today.In order to alleviate the problem of traffic congestion,scientific researchers and system operation management personnel in related fields have done a lot of work in terms of resource supply and operation management,but still have little effect.In view of this,this thesis attempts to start from the demand management side,using the principles of economics,traffic flow theory and traffic demand management theory,to achieve the relief of traffic congestion in large cities by innovating congestion charging methods.The thesis expounds the basic principles of suboptimal congestion charging theory and its advantages in practical applications in detail.In view of the inherent fairness dilemma of congestion charging,which leads to unsatisfactory practical application results,this thesis introduces the traditional Kirchhoff model for adjustment The sensitivity coefficient of traffic flow distribution and the comprehensive cost function of user travel are measured to construct a pricing strategy model of K-SUE sub-optimal congestion charging;according to the characteristics of the two-level programming model,genetic algorithms and continuous Averaging(MSA)algorithm to solve.Taking the road network of Changsha City as the background,the simulation analysis is carried out.The experimental results show that by finding the appropriate value range of the sensitivity coefficient in the road network,the optimal charging scheme that can obviously alleviate the congestion effect and take into account the fairness can be obtained.The correctness of the established pricing strategy model of sub-optimal congestion charging and the validity of its algorithm.The research results of this thesis have a certain theoretical reference value for the reasonable and effective application of the congestion charging strategy to the actual traffic demand management. |
