With the development of the process of urbanization and rapid economic growth goes hand in hand, it is the full amount of increase in the car. The requirements of comfort travel efficiency and mobility enhanced the dependence on cars, thus increasing China’s big cities parking predicament. In China, the static traffic had a late start, and there are a large number of historical issues because of the parking requirement didn’t go along with the development of urban vehicles. Just increase the number of public car park construction only, can alleviate parking problem in the loose land area. In the Areas of tension in the land, there are a lot of difficulties with the increasing number of parking. Essentially, vehicle berth is the number of parking needs will be an effective way to solve the parking dilemma, by enhanced on the basis of the balance at different times of parking.Through the observation of various types of parking space in the city, we can find the parking space of the residential land have a time complementarily with the other types of parking space. In other words, there is on the cards that residential parking spaces used by a shared way with the other types of parking spaces. There are lots of existing old stock of residential land in the city’s traditional central area,and in order to maintain the vitality of urban centers24hours of the city, more and more the introduction of live. This paper will introduce a conception of parking hour quantity, because of the living berth in the working hours of idle status. By the time-sharing sub-regional sharing of the berth, it will raise the parking hour quantity, and provide new ideas to solve the parking dilemma.This paper will make a field observation research in residential district of Dalian City, and then find the law of residential land use. Through the research, it will come to that there is a certain percentage of available parking spaces in different area parking lot during the day,and the parking rate curve in the smooth fluctuations of10%fixed interval, but the average is different. Residential parking spaces are bound up with many other factors. Through the analysis of all-day usage rate curve, this article summed up the law of simple observation for residential parking spaces, and showed the guidance for the actual implementation of the berth shared.Then, through the analysis to foreign-sharing strategy, this paper analyzes the feasibility for China’s implementation in a shared strategy. Combination with the instance of the parking policy in the United States, it summed up the shared ownership conditions apply to China’s historical conditions and land-use status, and management methods, as well as the application and practice berth shared implementation strategy and its application of the general conditions.Ultimately, this article will take Dalian for example, shows the hardware facilities and instructional strategies for the shared strategy implementation, and the problems which could be solved by sharing strategy.
