As China's economy has been increasing continuously in recent years, the throughput of container terminal is always amazingly increased. Under the influence of logistics and supply chain management, demands for fast, just-in-time and precise service from the carriers and the clients become much urgent, how to quickly load and unload containers in container terminal turns to be one of the hottest problem needed to be solved. Making a loading plan for outbound containers is the pivotal tache of modernization of terminals, and the problem of load sequencing of outbound containers in the port container terminals is its core problem. This paper, falling back on mathematics model and modern optimal algorithms, makes reasonable outbound container load sequencing plan.Firstly, an investigation on the container terminal's function, operation resources and layout is made at full length, the working process in container terminal is analyzed, the background and significance of research on load sequencing of outbound containers in port container terminals are discussed.Secondly, some constraints and objective function of load sequencing of outbound containers is studied, which is related to the operation equipments, such as Transfer Crane and Quay Crane. After the constraints and objective function of load sequencing of outbound containers are analyzed, the mathematical models which are about the problem of load sequencing of outbound containers are given in the paper. On the basis of actual circumstances, the complexity of this problem is simply discussed, it comes to a conclusion that this problem is a multi objectives combinatorial optimization with complex constraints, belonging to NPC problem, with the experience of solving this kinds of problems, it puts forward a more feasible solution to making use of the heuristic algorithm of the modern optimal algorithms.Thirdly, in order to improve the computing speed, therefore Two-Phases method is introduced in the strategy of making the solutions. In this paper, the first phase brings in a new Ant Colony Optimal algorithm to sort the container cluster, aiming to find a method which can solve the problem of load sequencing of outbound containers through using the optimization ability when the ants are finding food. The second phase in this paper, it refers to each container in the container cluster, which is sorted through beam search algorithm.Finally, it develops computation system for load sequencing in the first phase. With reference of the practical data of the port container terminals, accomplished simulation of making plan of load sequencing of outbound containers, verifies validity of the algorithm, and gains some valuable results.
