Human factor is the most important factor that influents the marine safety. As statistics shows, most accidents are caused by the human faults. Crew’s competence is a key part of human factor, which will affect the safety of navigation directly. It is important to build a serious of standard of evaluating the seafarers’competence, to fully develop the resource of labor and make seaman management more scientific, standardized and modernized.This paper studies the operational-level engineers’competence. It focuses on three main points:The factors affecting crew’s competence, the method of assess crew’s competence, and practical suggestions about improving the competence.Qualitative and quantitative research methods are used in the paper. Firstly, questionnaire research is used as the quantitative method briefly. Then the paper analyses the main factor that effect the crow’s competence from the actual research situation of China and foreign countries. An operational-level engineers’competence character model is established in this paper. The analytic hierarchy process (AHP) is used to determine factor weight value. The fuzzy comprehensive evaluation is used to established the assessment model of operational-engineers’ competence. Finally, evaluation mode is verified by the experiment, proved to be effective.It provides a theoretical basis for the maritime authorities to issue appropriate certificates of revised examination and certification rules, It provide a clear direction for maritime personnel training, and it provides a valid identification seafarer competence for the shipping companies.
