| There is a great difference between the competence of seafarer certified by Conventions or Regulations and required by shipping companies, holding Seafarer's Competence Certificate only means that they have the prerequisite conditions to undertake the corresponding job on board. It never means that they have sufficient conditions. It makes a study in this thesis on the competence of seafarers in reality according to the actual seafarer employment standards of shipping companies, by the application of systematic theory standpoints and methods, and in Safety Navigation System which consists of manpower, ship, enviroment and management. This paper establishes an assessment index system of seafarer's competence after they gain the Competency Certificate, from the result of DELPHI expert questionnaires, and establishes the weights of each index by untilizing AHP . On the other hand, a quantitative assessment model is built up for assessing seafarer's competence by applying fuzzy comprehensive assessment of Fuzzy mathematic. The model is proved to be effective after its establishment. The model provides evidence for assessing certain advance crew's competence at work, improving the content and methods of crew training and perfected certification. |
