China is the country which suffered most serious natural disasters and various types ofaccidents around the world, however, as the significant part of three-dimensional rescue organicwhole, Air rescue has become a closely watched hotspot. The reason why aviation emergencyrescue continued to hover at low levels under major disasters is analyzed in this paper. So,drawing the experience of developed countries aviation rescue, this scheduling problem wasdivided into both strategy and tactics levels and processed. And on this basis, the low-altituderescue system was constructed.At the strategic level, Combined with the actual implementation scenario of aircraft rescuescheduling, durable goods are more sensitive to response time, however, the fast consumableshave continuity consumption characteristics, Due to this different characteristics, we suppliedcombinations of these two types of goods to multiple clients from multiple depots and adopted theWenchuan earthquake city level relief data, and finally we adopted the basic and the improved GAto solve the model and the contradistinction was given to verify the feasibility and efficiency ofthis algorithm. At the tactical level, we adopt different buffering requirements method to handlethe discrepancies between the quick consumables and durables. Then we apply fuzzy clusteringalgorithm to group the affected points and determine their scheduling priority, Finally dynamicmodeling and algorithm designing method was used to solve the planning of aircraft path as wellas generating of the distribution programs, From the corresponding Wenchuan earthquake districtlevel examples, the results shows that the chain reaction is very effective to deal with theunpredictability of material needs, variability of the entire rescue network and complexity oflarge-scare coordinated scheduling.We firstly analyzed the business needs and rescue workflow in this paper, on this basis, werealized the function of this system and whole design of the structure, then the implementation andfunction of each sub-function modules are described, Finally the strategic and tactical levelmodels were verified, at the same time, we provide intelligent decision support and exhibit a newway for the actual construction of decision support system.
