The Research On Reasonable Evaluation Of Highway Project Cost Range

Currently there are many problems existed in the highway cost management,such as the phenomenon of the "cost excesses", the problem about irregular biddingmarket and malicious competition with the low bidding prices, and the inferior qualityengineering problems for reducing the cost. Therefore, it’s necessary to determinereasonable highway cost standard to effectively evaluate the actual cost level to solvethe problems intrigued by unreasonable cost and loss of cost control. In this paperreasonable cost range was taken as objectives and evaluation criteria of costmanagement and control, for effectively evaluating the highway cost in each highwayconstruction stage to achieve effective cost control and management.From this article content， firstly the composition and pricing mode of thehighway cost were studied, and the cost management and organizational models weredescribed from the reasonable cost perspective, the significance and importance ofreasonable evaluation to highway cost were analyzed；Then in the reasonable costrange study, the highway characteristics were combined to research the subentryengineering project’s labor, material, machine costs, through Monte Carlo simulation,each affecting factor and the affected range to subentry engineering project of labor,materials, machinery costs was determined respectively, and by simulating each costdistribution the unit price of subentry engineering project composed by them wasobtained; According to the characteristics of the whole process management ofhighway cost the reasonable evaluation index system was set, by selecting indicatorsof cost, decision-making stage, design phase and construction phase to establish therelevant multiple attribute decision making matrix, using the Euclidean distanceranging method to estimate distance difference of highway project with the evaluationlevel of individual indicators, then to gain the evaluation results of each indicator andcomprehensive result. At last the case of2nd contract section of Shui Sui secondaryroad project in YunNan Province was put forward as the research objective, selectingthe main subentry engineering project cost indicators and design phase indicators toestablish the relevant indicators system and divided the evaluation grade range, thenvaluated whether the budget cost is reasonable to verify the feasibility andeffectiveness of the method.
