With the acceleration of the rapid economic development and urbanization, the urbanlevel of motorization and living standards will be further improved, the resulting trafficcongestion, energy consumption increasing, traffic pollution, traffic accidents and othertransport issues are also increasingly significant. In order to ease urban traffictransportation, urban traffic management should be to strengthen and vigorously developurban public transport system which is large capacity, high efficiency, low energyconsumption. Implementation of bus priority not only to use policy instruments to guide,but also be regulated through economic means. Scientific and reasonable fares policy is animportant means of economic regulation, the formation of the price lever can play a role incontroling and balanceing traffic demand. In the process of transformation from a plannedeconomy to a market economy, the urban public transport ticket system still exists someproblems, such as the form of a single fare, parity unreasonable pricing theory and methodsare not uniform. Especially in the rapid development of urban rail transit, scientific andrational development of public transport fare system for the sustainable development of theentire public transport is particularly important.This paper mainly studies the urban public transport ticket system and fares.Referenceto the relevant literature and data, the ideas of vote formation and development process aredetermined, on this basis to establish a public transport fare pricing model, and anempirical analysis of Changchun City is made.The paper is divided into six chapters; the followings are the major elements of eachchapter:Chapter I Introduces the research background and significance, and summarize theresearch situation to determine the content and difficulty, and the development of papertechnology route.Chapter II, firstl described the definition of urban public transport, publictransportation composition and operational characteristics of the urban public transport,management features and operating characteristics; Secondly, it discusses the basicprinciples of urban public transport pricing to be followed; again, the impact factors of theurban publictraffic pricing process are summarized; Finally, the basic theory of the pricingand centralized pricing method are simple analysed.Chapter III, first described the concept and classification of the vote, summed up theadvantages, disadvantages and applicability of the vote mode; summarized some cities athome and abroad-vote mode. Again, drawing on the general model of modeling ideas,establish a static vote choice model and the goal of the model, constraints, the solution setand solving ideas are determined. Finally, according to the general laws of systemevolution, theory and ideology of the systems engineering, the theoretical framework ofthe model the evolution of the vote is developed. Combined with China’s urban publictransport development, the mode corresponding to the vote is determined. Chapter IV, respectively, the single-vote system, the meter-vote system, and regularbus and rail joint pricing are analysed, determined a modeling ideas through the pricingobjectives and constraintsconditions of analysis, the three pricing models are established.Chapter V, took Changchun City as an example to manke an empirical analysis. First,a brief overview of the Changchun City Public Transport include conventional bus and railtransit are described; Secondly, Described the fare vote of a regular bus and railtransportation of Changchun City; finally, three pricing models are applied, andeffectiveness of the model is proved.Chapter VI, summary and outlook. This chapter summarized up the complete contentsof the innovation and the subjects to be the further study issue.
