Study On The Macro-planning Of Small Towns

At the "12th Five-year-plan" stage,our country confronts the important mission to accelerate transformation of the mode of economic development and the readjustment of economic structure from the top-down, the "five balances" thoughts in the perspective of the scientific concept of development will provide spatial logic as well as strategy platform.The discipline of urban and rural planning has been established and developed as an independent first level discipline with the emphasis on systematicness of human settlements.Besides, the new national standard has been published with new urban-rural land classification. Thus the planning theory and method will change accordingly.which will also provide an opportunity for the study on macro-planning of small towns.And puting economic development.land use, ecological conservation, etc. under unified framework with coordination among the "three plans" has practical significance.Based on the study on the contents of "macrocosm".this paper tries to analyse the dynamic mechanism of macro-development of Small Towns at the beginning. Subsequently, questions of traditional planning of small towns on motivating spatial resources and promoting macro-development are proposed,and the task to carry out the macro-planning of small towns is present thus. The results are as follows:The macro-planning of small towns, a kind of new planning mode that accords with the current transitional period,should firstly confirm "city-rural coordination" and "regional coordination" principle and be inclined to public rationality.The tranditional study which homogeneously focuses on the" town-planning-areas" or "rural areas" should turn to valuing the integrated research of "town-rural" heterogeneous areas.with resources, industries. infrastructure,ecosystem as well as spatial development being arranged systematically. In addition.different spatial development patterns are brought forward fit for different towns as well as it’s settlement-system’s space development characteristics instead of the "central place pattern".This paper also proposes that the macro-planning of small towns the implement space control of non-development land from three levels. Last but not least,this paper introduces the planning of comprehensive demonstration line and rural greenways. In summation,the author tries to construct the basic framework and model system of the macro-planning of small towns,and expects that small towns break through the traditional development path to realize the transformation of development mode from "a corner"to "macrocosm".Generally, this thesis starts from the problem of traditional planning of small towns,acts targets as guidance of logical clue, expands theoretic analysis and experience reference to devote to the approach to targets,and reconstructures the planning system and develops the research of key problems further. At the end of the thesis,it takes Jifeng town as an example to present practical significance of the theoretical research.
