Drived by the development of surroundingarea, villages and towns economy of Lilin town has developed rapidly in recent years,the new rural construction has been started and the opportunity to comprehensivelypromote the new rural construction is mature, but the lack of global overall planning,make the new rural construction is in disorder, severely weakened the effect of theimplementation of the strategy of the new rural construction.This paper take Lilin town of Jiyuan city as the research area, the comprehensiveimprovement of the rural land as the main research line, to improve the ruralenvironment, use the rural construction land economically and intensively, supply thecultivated land effectively, liberate the rural labor force as the goal, on the basis ofinvestigating the real state of rural residential area and the villagers’ willingness tobuild new of Lilin town, based on the regional characteristics of Lilin town, study thenew rural construction layout, construction mode, the per capita construction landindex, The implementation sequence of time comprehensively, compile the new ruralcommunity construction layout planning of Lilin town, play an important role inguiding the new rural community constructing of Lilin town scientifically and orderly.In terms of the new rural construction layout, based on the investigation todetermine the appropriate farming radius, combining with the characteristics of Lilin town, the town planning mode is “1center town+6center community” which lookslike the Chinese character “工”font; In respect of the residence constructing mode,combine the Regional characteristics of Lilin town with the needs of different groups,propose the “flat+family house” portfolio construction mode, and according thismode as well as the result of investigating the land use scale of the typical sample areato estimate the community construction land scale. Finally, the new rural communityplanning of construction land index is determined that in center town90m~2per people,in center community80m~2per people and in new rural community75m~2per people.According to the research determine the average per capita construction land indexand the result of population forecast planning the town land scale of158.40hectares,the new rural community land use scale of203.00hectares, land for residential areastotally of361.40hectares, with the status quo of the residential land use scale,compared to686.14hectares of rural construction land324.74hectares, savingthrough land comprehensive improvement, can supplement arable land of308.50hectares, planning and implementation can fully improve rural living conditions andliving environment and save a lot of rural construction land, effective supplementarycultivated land, farmland concentrated, laying a foundation for modern agriculturalscale farming and improving economic efficiency of agricultural production.
