Rural sustainable use of water resources will have great influence on the water resources, even affectsthe sustainable development of the whole society. The development and utilization of rural water is one ofthe basic guarantee in our new socialism rural construction. Exploring rural sustainable water is of greatsignificance. With the accelerating rural urbanization, in our country rural water problems, such as watershortage, water pollution, water use efficiency is low, the water and endemic infectious diseases, havebecome increasingly prominent, severely restricts the sustainable development of the rural society. How toenhance the effective management of the rural water has become a rural sustainable development face aserious social problem."Management" theory which is a new theory in the1990s, causes the academic attention. The theoryis to absorb new governance that participate in the administration process, and the government is by theinteraction of cooperation with all social main body to achieve management goals. Network managementis the latest development of governance theory, network management, a concept originated from the turn ofthe last century, mainly refers to the economy in enterprise network governance, as the governmentmanagement environment changes, enterprise network governance theory gradually into publicmanagement of field. Network management to management system requirements on its system to designand structure reorganization, emphasize the multiple subject participation in the mutual cooperationmanagement of the process for governments role from the paddle into the helm, for non-governmentaldepartment concerned to active participation by the rejection. Through communication between thegovernment and non-governmental department to realize the resource sharing and to solve conflicts of interest, and finally realize the purpose of the flexible management and effective management.
