In the 21st century, China faces with severe water resources crisis. The water resources crisis is characteristic of scarcity, pollution and inefficient use. Though it has various genesises, but the essence of water resources crisis is governance crisis.The central contents of this dissertation include two parts. On the one hand, the author bring forward theoretic framework of basin water resources governance. On the other hand, exercise institutional analysis and development (IAD) framework to analyze the comparative performances concerning water resources governance structure. In the process of research, this dissertation analyzed the attributes of water resources firstly. According to above research, the evaluation criteria of water resource management institutions are proposed. Secondly, based on the governance theory's conclusions, foster conceptual framework of water resources governance. In this foundation, this dissertation conducted an in-depth study on governance structure of water resources management to analyze comparative performances of government, market and community in water resources management comprehensively. Finally, positive research about Murray-Darling river basin management and Zero-flow in the Yellow River are conducted. On the basis of above, this dissertation has drawn following conclusion:Firstly, government management has the advantage in total quantity control and equity, but disadvantage in efficiency and flexibility. If control the total quantity of water use through the central plan, there would be meet with information problem and high implementation cost. Consequently, a reasonable total quantity standard is not easy to set up, and the difficulty of implementation is also high.Secondly, after the decisions about total quantity control of water use and contamination discharges are made through social contracts, if market mechanism is introduced in water resource management, it would be helpful to improve the efficiency of water resource management. Nevertheless, both water rights transaction and pollution rights transaction are faced with high level transaction costs in reality. This limits the management effects of market mechanism in a certain degree.Thirdly, community participation distinguishes water resources governance from traditional water resource management. Community widely participated in water resources Management is helpful to resolve information problem and flexibility problem.
