Discussed from the theoretical and actual status of highway projects in China, it found a lot of problems in management on every stages of construction. Here discussed the whole process of cost management on highway systematically.Based on the cost control of all stages, this paper first proposed measures on the questions currently. And then referred to the cost control modles of building, it summarized and innovated theoretically. From financing models, evaluation methods, construction organization, and claims management, it explored new methods theoretically for highway on the basis of the traditional methods to improve problems of cost management in aspects of the sources of funding, reasonable choices of the bidder, construction organization and claims. Then it established a new financing model, a bid evaluation model with the analytic hierarchy process and fuzzy comprehensive evaluation methods and a claims game model, and emphasized the idea of the overall cost control of the construction organization, providing references for the theoretical basis of the whole process of cost management in various stages of highway.1. Based on the activity-based costing and BP neural network, established highway project investment estimation model in the project approval and decision-making stage for the emphasis of cost projections. On the basis of the characteristic parameters of a certain highway which belong to the projects whose cross-section of mainline roadbed width is24.5m and built between2008and2012in hilly areas in Sichuan Province, a more accurate investment estimate price can be predicted. The investment case is to estimate the predictive value of error of less than5%, showing high model prediction accuracy.2. Advanced a new ABOT(Asset-backed securation and Build-Operate-Transfer) financing mode for highway which was analyzed on the modes of BOT (Build-Operate--Transfer) and ABS (Asset-backed securation) for the emphasis of sources of funding to maximize the benefits of the capital recovery in the project approval and decision-making stage. This mode has stronger applicability which can bring more economic benefits for the government and facilitate the introduction of advanced technology and advanced management mode.3. Based on introducing and comparing some existing highway evaluation methods, in order to improve the deficiencies of the existing evaluation methods, and thus more rationally select the best contractors, this paper explored a integrated method with the analytic hierarchy process and the fuzzy comprehensive evaluation methods in the highway bidding stage. This method absorbed the advantages of the analytic hierarchy process in evaluing weight and of the fuzzy theory in judging the multi-programs, and has been effectively verificated in analyzing cases. And it successfully identified the comprehensive strength of the short-listed candidates for the bid in the post-qualification ranking.4.Applied the WBS(Work Breakdown Structure) task decomposition in the highway project and analyzed the cost control with the earned value method during the construction phase. Stressed the idea that the duration, resources and costs are control points. In the process of preparing the construction plans, making full use of this idea, this paper made a reasonable economic construction schedule on the target of duration--resource optimization.5.In regard to the game of owners and construction units under symmetric and asymmetric information within the Claim, this paper improved the game model of Claim and established a Nash equilibrium game model which shows the games of information and earnings between owners and contractors specifically. Then the model was used in the case of highway engineering, it analyzed successfully the claims decision-making process of the owners in the case of asymmetric information. and provides a reference to the reasonable decision of the owners.
