Structure reinforcement is currently one of the hottest topic structure, especially after theMay12,2008China Wenchuan magnitude8earthquake, the people to the safety of thestructure in understanding raised one stride, structure, poor security requires reinforcement ofbuildings. In the light of the influence of structure strengthening evaluation factors hasdiversity and complexity, this paper used fuzzy optimization theory and the value engineeringtheory, the structure reinforcement scheme optimization decision-making research.1)To determine the effect of structure reinforcement scheme for main factor, applyingthese factors to establish the optimal model of evaluation index system;2)it is every evaluation factors about superiority of prepared reinforcement programs thatcarrying out binary comparison and quantitative analysis in order to determining comparisonmatrix;3)Principles and methods of fuzzy mathematics to determine the relative membershipdegree of the strengthening program, and the establishment of a fuzzy optimization modelrepresented by the parameter p=1Hamming the right distance;4)The use of principle and method of fuzzy mathematics,the final to fuzzy optimizationmodel for further optimization related theory of value engineering and selecting the bestreinforcement scheme;5)The research was applied to engineering practice and verify. In project, we develop3structural reinforcement methods of outsourcing concrete to increase the cross-section method,outsourcing steel method, gluing CFRP method. We determine initial optimal reinforcementprogram that should be outsourcing steel method the maximum relative membership degreebased on fuzzy optimization theory and the maximum optimal degree rule; the furtherapplication of the theory of value engineering to optimize, the result is value coefficient ofoutsourcing steel method which is1.04times of outsourcing concrete to increase thecross-section method and1.29times of gluing CFRP method. Thus, the best reinforcementscheme of comprehensive benefits is outsourcing steel method.The analysis results show that the final optimization of economic rationality andreliability features and functions necessary to achieve a predetermined minimum cost.
