Optimum program is always expected when a project is designed. The same is the case with structure reinforcement engineering. Optimization design has become reality with the development of applied mathematics and computer technology. Optimization design applies the theory of optimum mathematics to engineering design so as to select perfect or optimum one in many design programs. This is a modern design method.Structure reinforcement program is confined by the factors such as functions, economy, technology, fields. And these factors interact with each other. General engineering investment varies with changes in material price, construction level and design scheme, and at the same is in the control of technological indexes of reinforcement methods in terms of reliability. Besides, all factors have uncertainties, and relationship between factors is undefined, clearly fuzzy. Therefore, it can be seen that structure reinforcement schemes are a complicated system.The paper studies optimization design in structure reinforcement by means of relative membership degree theory in fuzzy mathematics. The fuzzy optimization model is based on the parameter which is indicted by the Hamming Distance as p = 1. There are many factors which affect reinforcement scheme. Degree of every factor affecting reinforcement methods is determined with Analytic Hierarchy Process (AHP). There are two optimum membership degree vector. One is quantitative and can be obtained from the equation of relative optimum membership degree. The other is qualitative and is ascertained by fuzzy dual contrast compositor method. The two combine to form the relative membershipdegree matrix. And fuzzy optimization design model of structure reinforcement is established. Finally, the conclusion that fuzzy optimization model is reasonable has been verified by an engineering example. It has certain practical value.
