Study On The Equipment Supervision Method Of SMIS Online Control Based On Procedure

This paper first reviewed the development of equipment supervision system in Chinese power sector, then summarized the methods for the execution of equipment supervision in the infrastructure engineering of Chinese thermal power generator, points out the key work of the power infrastructure project is supervise of the important equipment’s design, purchase manufecture and other segments. Even though, problems still exist in the execution of equipment supervision. There is limitation of the traditional supervision methods, which hinders the control target of high requirements of equipment quality and schedule.Thereafter, the paper introduced the main execution methods proposed by domestic and abroad experts, and analysed the advantages and defects of each method. In combination with the work practice of equipment supervision, it proposed the Detailed Rules for the Implementation of Equipment Supervision that used SMIS (Supervision Management Information System) on-line system for control according to point-to-area procedure control, emphasized that informatization is the key to enhance the level of modernization of project management. Combining the characters of the equipment supervision procedure control, it is necessary to produce the supervision control requirements since purchase starts. It is not only the original materials but also the process of processing control that decide the equipment quality. It requires in-time solution of problems when process continues.Finally the paper verified the opinions with actual cases, advances that by using the SMIS paltform to achieve the equipment supervision mangagement model of the whole process control, promoted this model to a new high level, made the supervision procedure standardized, operation normalized, decision scientific and management infomatization, and developed the efficiency, lowered the cost, realized the online work of investors, owners, manufactures and supervisors, also allows the real-time reflect of producing status, delivery progress and quality issues during the execution of project, and could forecast and warn the key point of progress, quality and investment and so on, by which lowered the working stress during the information interfere. Meanwhile, through the supervision of the core data base realized the information enquiring and analysing, and then according to this to do the effective and accurate decision.The paper presented that applying SMIS on-line control according to procedure to the work of equipment supervision was a valuable attempt in the research on method and practice for equipment supervision, which provided owner with a brand new method for the execution of equipment supervision. The innovation of equipment supervion management base on the whole procedure control, speeds up the transportation of the information, standardizes the documentation like bulletin and summary, produces the management system of standardization, systemization, humanization and socialization inside the company, maks each part of work grounded and trackable. It clears the duty of each position, rises the enthusiasm of the supervisors, which ensures the reliable execution of the supervision project.
