Urban power network scheme is an important foundation for development of the power enterprise. This paper studies the superiority and feasibility of the20kV voltage level in the planning and construction, and on this basis, combining goals of the High-tech zone network planning, forecasting the load of the High-tech zone reasonable, and the sites of the high voltage substation were given, the medium voltage distribution network was optimized. The main research results and specific contents are as follows:(l)The necessity of the optimization of the sequence of voltage levels was discussed. On the basis of the application of the20kV voltage level at home and abroad, combined with line loss rate, the voltage drop in the pressure lines, covering the comparison between the economic indicators index, demonstrated the necessity of the optimization of the sequence of voltage levels in planning and construction by AHP.(2)Combined with the development goals and current situation of high-tech zone, ell load density method is applied to forecast the load of the zone, the average load density index is used to verify the accuracy of load prediction.(3)Combined with the actual development of high-tech zone, the high tech zone substation locating and sizing were achieved according to the load center of gravity. Based on the sequence of the voltage levels,6locating program were given, the optimization rational regional substation building program was selected based on the comparison of electrical calculated results and the economy investment.(4)Based on the substation building program, the minimum annual cost of distribution grid optimization model was build, and dynamic inertia factor based on improved particle swarm optimization algorithm was applied to optimized the grid, the distribution network of high-tech zone was got, and the investment estimates of high-tech zone grid construction was given.
