The Adjustment and optimization of urban functions are inner core content of Urban growth and development. Urban functions reasonable or not are directly affect the healthy growth of the urban economy, spatial structure, and the public. So the premise of research city must be how to adjust and optimize the functions of the city.In this paper, Based on the analysis of the evolution of Xi’an with the ancienf and After the liberation of functions and four major functions of Xi’an city spatial layout evolution. Then analyze The evolution of industrial structure in the horizontal space. At last, analyze the differences between Xi’an and Xian Yang about three industrial structure and the tertiary industry segment industry comparative. The context of globalization:From thet hree industries of nine districts, the space autocorrelation of second industrial show spread outside, the space autocorrelation of third industrial show concentrated.The trend of three industrial structure is basically same, but there are large differences in the structural composition. Xi’an basically entered the post-industrialization,"Three, Two, One" is obvious. Xian Yang belong to industrialized mid-term,"Two, Three, One" is obvious. At the industry segments of Tertiary industry, the strength of functions in transportation, storage and postal services are relatively weak in Xi’an. The strength of finance and insurance are relatively weak in Xian Yang.
