Research On Rationalization Of Big Beijing’s Urban Functions’ Distribution In Space

The government is paying more and more attention to economic cooperation across administrative boundaries these years, on which many scholars have already thrown much time and energies. Now it’s a trend to discuss and explore the development and cooperation of cities into wider regions. As the capital of China, Beijing, having experienced the influence of planned economy and is going through market economy, has achieved great development due to lot of positive effect, such as political factors, historic factors and so on. But with more and more people gathering, Beijing is facing many civic problems.Nowadays a new idea has been put to solve Beijing’s civic problems due to more and more crowded people, that planning the functions of Beijing reasonably, evacuating redundancy civic functions and transferring the industries and public sectors uncorrelated to the capital functions. It can’t do without the economic cooperation platform which different regions set up due to the same purpose of mutual development. The surrounding cities can also acquire good benefit when they are helping the development of Beijing.In order to evacuate Beijing’s redundancy urban functions, we need not only the intervention of policies, but also the guide of market. Only in this way can we solve the civic problems of Beijing, optimize the industrial structure, enhance standard of living in Beijing.The paper makes research on rationalizing Beijing’s urban functions in space, mainly focusing on many civic problems faced by Beijing. Based on lots of experience of development of world city, it explores how to rationalize Beijing’s civic functions, how to break the administrative boundaries that limit the relation between cities and how to strengthen the cooperation between Beijing and surrounding cities. At last this paper puts some good political suggestions on solving the problems that Beijing is facing and enhancing surrounding cities’ development.To be specific, the paper consists of five chapters. Chapter One is the instruction, mainly putting the background, significance, research thought and research method and stating the current situation of Beijing’s civic problems and orientation of functions. This paper’s chief innovative point is solving the Beijing’s civic problems by planning the functions of Beijing reasonably, evacuating redundancy civic functions and transferring the industries and public sector uncorrelated to the capital functions. Chapter Two is the theoretic basis, mainly narrating urban functions, unban boundaries, urban space expanding, the structural theory, the regional division of labor theory, the comparative advantage theory, the regional economic radiation theory and the gradient shift theory. These concepts and theories are steppingstone to Chapter Three and Chapter Four. Chapter Three is focusing on the civic problem faced by Beijing due to crowded people and this part also separates the capital functions from the non-capital functions. Chapter Four is the paper’s key point. It believes that we can solve the problem of Beijing’s no-capital functions’ spatial distribution based on surrounding cities’ industrial accumulation and breaking the restriction of administrative boundaries. Chapter Five is the conclusion, offering definite political suggestions to integrate and coordinate the economic development of Beijing and surrounding cities.
