In the forecasting system, paper analyzesthe change project in the method of qualitative and quantitative analysis. In the assessment system,paper established the assessment of design program change and construction program change.The review of the design program change is primarily through the evaluation indicatorssystem as the basis of assessment and combined in value engineering theory. The evaluationindicators system is composed of the financial indicators, duration indicators, and designspecifications, process indicators and safety indicators.
