| With the development of society, the particularity of the locations of some historic districts blocks the pace of urban construction. As a result, during the constantly expanding, updating and transformation process of city, many historical and cultural districts of great historical and cultural value suffered serious, or even difficult to be restored damages. The problem of development failure universally exists in the historical and cultural relics protection work, becoming a new kind of urban public crisis. So how to more effectively protect and develop the historical and cultural blocks becomes a major new task of the urban management department, and has also become a heated issue in the field of government departments.In this dissertation, by analyzing the role and impact of the government in the protection process of the historical and cultural blocks, the government acts with the historical and cultural blocks to protect the level of development between the objective rules and associated factors have been summed up. Taking practical experience of the United States, France, Italy and Japan, the country’s history and cultural heritage protection and management for the control, Daoli, Daowai, Nangang, three areas of government protection and development of behavior in the major historical and cultural value of historic preservation districts, are selected as the objects of study. And the protection process of policy implementation of the main policy objects, policy environment are analyzed to explore and summarize the law, experience and lessons and get the existing common problems. Moreover, this dissertation also provides the corresponding countermeasures and protective measures. Obtained results can be taken as the theoretical supports for the government actions of the further development of the protection historical and cultural blocks, and provide some useful references to the further protection of China Baroque and Harbin·1898. |
