Electric vehicle(EV) as a promising transportation plays an important role in our life, energy conservation and emission reduction. With the development of electric vehicles(EVs) in Jinan and the knowledge of Wargames, the platform for charging station network of EVs is built and location optimization is done for the battery charging stations of EVs.According to the problem above, this paper needs to accomplish the following works:1) With reading a lot of documents, this paper not only summarizes the development of EVs and charging facilities but also concludes the research achievements about EVs and related technologies.2) It gives the framework of charging station network of EVs which are applied to the model of charging station network optimization planning of EVs with the idea of Wargames.3) This paper develops several forecasting models about what were the main influence factors of the network of battery charging stations for EVs. The models include the quantity of EVs forecasting model, oil price forecasting model, electricity bills forecasting model and so on.4) This paper also develops a few models about the chess pieces in the charging station network which include EV model, fuel car model, EV manufacturer model and so on. Furthermore, according to the relationship of chess pieces and the inner connection, it also makes rules for the derivation.5) This paper gives a location optimization method of EV charging stations. This method combines single source location method and k-means clustering method together based on Voronoi graph. It develops location models about EV charging stations in different EV development stages on the basis of the EV distribution in Jinan. And it gets the distribution results of EV charging service network in Jinan using Lingo tool.6) In this paper, it builds the platform for service network of EVs based on the development of EVs in Jinan. It gives a scenario with which the simulation process runs successfully. At the end of each turn, it gives the quantity of EVs, oil price, electricity bills and so on. Finally, the platform is verified valid.
