| With the development of social economy, the motor vehicles become more and more in the cities, which has been already taken as the main transportation mode for the urban residents. Although this is convenient, efficient and comfortable, it also takes a lot of negative consequences, such as traffic jams, air pollution, noise and difficult parking etc. With respect to the motor vehicle traffic, slow-moving traffic is a kind of transport mode with moving speed not more than15km/h. Slow-moving traffic includes walking and non-motor vehicles traffic. With the popularizing of electric bicycles, the traditional bicycles have been gradually substituted by the electric bicycles. Therefore, the main principal part of slow-moving traffic becomes non-motor vehicles such as walking, bicycles as well as electric bicycles with speed lower than15km/h. Although the slow-moving traffic is very slow, it still plays a very important role in the transportation. Nowadays, adapting to the variable activities as well as improving life quality and living environment, people have higher pursuit for the safety and comfort of transportation, which is requested that the urban planners and managers should pay close attention to the slow-moving traffic in the cities.Currently, the space for urban infrastructure has been occupied by motor vehicles but the space for slow-moving traffic does not increase obviously although the urban roads become wider and wider. People pay more attention to the service station and parking lots for motor vehicles but not to the sidewalk, parking lots, overpass and underpass for the slow-moving traffic. The fights on lands between that for motor vehicles and human as well as non-motor vehicles become even more violent.Based on the analysis results, it is found that intensive research has been done for the slow-moving traffic system at home and abroad, especially the pedestrian system, such as in shopping centers and residential areas etc. However, there is seldom study and real evidences for the construction of the urban slow-moving traffic system, especially for the relationship between slow-moving systems and urban traffic system as well as the local features.Overview of the theorical study and successful cases on urban slow-moving traffic system all over the world; Status survey and analysis on slow-moving traffic system in Jinan; Status survey on slow-moving traffic system in key areas of Jinan; Study on construction requests on slow-moving traffic system; Development target and strategy of slow-moving traffic system in Jinan; Study on slow-moving traffic in urban core zones of Jinan; Research on policies.This paper states the basic structure of urban slow-moving traffic system, and then analyzes the successful cases on the construction of slow-moving system all over the world and sums up the related successful experiences. Through studying on the related technical standards at home and abroad, this paper brings up a basic thought of construction for each part of slow-moving traffic system. Based on the research on building up pedestrian exclusive streets, bicycles exclusive areas and slow-moving system priority area, this paper also shows the construction way of urban slow-moving traffic system in Jinan and presents the corresponding countermeasures and proposals.Harmonious slow-moving traffic environment is not only the important part of urban transportation system, but also specific expression of applying Scientific Outlook on Development and establishing a harmonious society. To build up a slow-moving traffic system is a major direction to improve the transportation condition of our urban residents. Therefore, study on this subject bears realistic basis and plays great significance for real urban construction, which also benefits for promoting the coordinated growth of urban transportation and urban environment. |
