Smooth implementation of power projects is one of the main ways to promote the development of comprehensive modernization, how to make the construction more scientific and reasonable is a question, which is worth considering, and life-cycle cost is the key strength to solving this problem. With the implementation and promotion of the scientific development view, life-cycle management concept has changed with the development of social and economic. This research to the construction of project integration platform for study, adhering to the concept of resource life cycle, during the stage of design planning, procurement of equipment, operation, maintenance and scrapping, we must conserve resources, protect the environment, and using new technologies to improve resource efficiency, ultimately achieving low cost, high yield and high efficiency production mode and cycle development.For the status and problems of integration platform project management, this topics will combine the management of integration platform project and special of power measurement for research, focus on researching integration platform project of full life cycle design management, and recognize, estimate, and evaluate the risk of all life cycle, and currently China has formed a complete risk management theory system. But there are certain limitations in application of risk management, particularly in practices of integration platform of project management application about electric power metering, and there is not a relative improvement of sound risk management system, so this study is practical significance.This article includes the following main research contents: first, from asset life-cycle analysis of the domestic and foreign research status, and on this basis set out for research purposes, research and innovation. Second, discussion and research on measuring integration platform project, includes four aspects:project overview, automated testing, and integration platform of intelligent warehousing logistics distribution module, GIS integration install scrap modules, measuring assets. Third, on the basis of construction projects integration platform, use life-cycle cost analysis of costs at all stages of project implementation, effects to achieve the lowest cost, best purposes. Fourth, applying knowledge of project management, project risk management method for measuring integration platform, to identify, estimate and evaluate the risk at all stages, and make appropriate risk prevention plan. Finally, sum the main conclusion of study, point out insufficient of the research, and on the basis of life-cycle propose the measurement of project risk management of integration platform possible future research directions.
