With the rapid development of economy and fast promotion of people living standard,car ownership increases rapidly, the share rate of car trips increases year by year, whichmakes serious traffic jams. In order to solve this problem, urban transit construction, as one ofthe crucial traffic demand management policy, has been implemented by Beijing government.It aims to lead car trips to transfer to rail transport trips, and then reduces car trips to relievethe traffic jams of the city center.After literature reviews about P&R in metropolis of developed countries, P&R demandforecasting was discussed in this dissertation. By profoundly studying the influencing factorsof P&R behavior, P&R choice model was built. Based on the circumstances of Beijing, thefield surveys and data analysis were carried out, and the policy systems that attract travellersto transfer from car trips to P&R were developed, which will provide a good recommendationfor decision makers during P&R facilities construction and management of in Beijing.In this dissertation, it is mainly developed: Firstly, according to domestic and oversearesearch results, some main statistics data are collected to compare with Beijing’s relevantsituation, the reasonable construction scale of P&R parking lot was discussed. Secondly, theinfluencing factors of P&R transfer’s behaviour were summarized. RP\SP trafficinvestigations are conducted in some P&R stations in Beijing. Five typical transferringstations such as the Tiantongyuan stations are chosen as case study. Questionnaire survey forthe residents in peripheral districts around P&R station was hold, survey results was classifiedby three different kinds, the car commuters, potential car commuters and P&R users. Thirdly,quantitative analysis was carried out for the influencing factors of P&R behavior, a Logitmodel was developed according to results. Finally, several combination policies are putforward to compare how can push more travellers transfer from car trip to P&R mode. Theeffective policy system will recommended to decision makers.
