With the continuous development of urbanization,the stock of small cars in the city continues to increase.The mismatch between supply and demand of parking in residential areas has led to chaotic situations such as residents competing for parking resources and illegal occupied parking,which has become one of the challenges of urban management.Shared parking,as an effective way to deal with the imbalance between parking supply and demand,provides a viable new way to manage urban parking problems.Especially for areas with mixed residential and commercial land use,staggered shared parking has a wide application prospect.After 2016,some cities in China have been promoting staggered shared parking policies to govern the parking problem in residential areas,but the policy does not have a mature implementation model and is more explored and improved in practice.This study takes the implementation process of Beijing’s staggered shared parking policy as the research object.With the opportunity of the review of Beijing’s staggered shared parking policy,the overall research plan is designed and the content is sorted out,focusing on condensing the implementation path of the city’s staggered shared parking policy and the mechanism of the policy operation.The specific research work is as follows:(1)A qualitative research-based rooting theory approach was used to study the spectrum of influence on the implementation of the staggered shared parking policy and to clarify the implementation path of the staggered shared parking policy.This paper takes the implementation process of Beijing’s staggered shared parking policy as the research object and designs an open-ended interview experiment to interview government grassroots,corporate,and residential personnel.And The interview data set of difficulties and problems in the implementation of the policy was compiled and formed.The interview data were coded by applying the coding analysis method in The Grounded Theory to construct a spectrum of influence on the implementation of the staggered shared parking policy.It is pointed out that the staggered shared parking policy has both livelihood and market attributes.The challenge that hinders the implementation of the policy is the discrepancy between the concerns of residents and businesses.Therefore,the need for linkage and cooperation between different levels of government is a key point to ensure the implementation of the staggered shared parking policy.(2)Based on the expanded theory of planned behavior,this paper empirically investigate the decision-making process of the participants of the staggered shared parking policy and refine the mechanism of policy participants’ behavioral decision-making influence.The Technology Acceptance Model and The Benefit-Risk Assessment Model are combined with Theory of Planned Behavior to construct theoretical conceptual models for residents and enterprises,respectively.A special study on the questionnaire of policy participants’ decision influence was conducted,followed by research on the working practices in Beijing Xicheng District,Haidian District,Chaoyang District,Miyun District and other areas with better policy implementation,and the questionnaire research work from two participants: enterprises and residents.Finally the factors influencing participants’ willingness to participate in policy were analyzed through structural equation modeling to refine the mechanism of policy participants’ behavioral decision making.(3)This paper applies Evolutionary Game Theory analysis tools to explore the optimal combination of strategies for the implementation path of staggered shared parking policy.To construct a game model for the evolution of staggered shared parking to explore the stable state of system evolution.The optimal strategy combination is obtained through the simulation of the actual parking rate assignment.The study confirms that the residents are more price sensitive than the enterprises,and the reasonable illegal enforcement is beneficial to promote the residents’ participation in the time-share parking policy.And it is suggested that government subsidies bear the main cost for enterprises to participate in the policy,which can provide strong support for their active participation.Through the above research content,this paper combines theoretical research and policy examples to clarify and condense the experience of promoting the staggered shared parking policy in Beijing,and explore and analyze the theory of the impact of staggered shared parking implementation.This study provides referential paths and behavioral mechanisms of the participants for the implementation of staggered shared parking policies in other cities in China.
