The implementation of urban planning is the bridge which connects the planning schemeand urban development. Only through the implementation of the planning, guidance andcontrol of urban development can be achieved.More than30years have passed since the policy of reform and opening up havingimplementation. During this period, the cities of china have developed very quickly. Butquick development does not mean the right implementation. In these years much planning hasnot been implemented smoothly. Right now the current urban planning in China is still in an"awkward" situation: the role and value of planning, the original standards and conceptscontinue to be questioned and challenged. The planners are still lack of the knowledge of thereal situation of urban planning. The research of the process and means of planningimplementation have just started.Xintang is located in the core area of the Pearl River Delta, surrounded by Guangzhou,Foshan, Dongguan, and Shenzhen. It is deeply influenced by the surrounding metropolitan,such as Guangzhou, Hong Kong. In addition to these top-down effects, Xintang also has itsown bottom-up development aspirations. These effects combine to form Xintang’s landdevelopment pattern. From this point, with the research of the implementation process ofXintang’s master plan, we can enhance the awareness of the implementation process of thetownship master plan, and promote our research of the implementation process of planning.The core content of the master planning is the government of land development (GLD).The other target of master planning is just based on the GLD. And to solve the problem inpractice, we have to comply with the traditional research methodology, to start from theimplementation process and implementation mechanisms, in-depth analysis of the imple-mentation process of master planning.Thinking about this, in this paper, we use the land development as a major researchperspective, and the mechanism research as the main directions, in order to deeply analysisthe implementation of master planning of Xintang. The main research methods and contentare as follows: firstly using the master plan of Xintang as example, with GIS technology,through the research of the mount, direction and spatial structure of the land development,various types of land-using structure changes, we summarize the characteristics of urbandevelopment, and select land development hotspots. Secondly, we compare the land development and planning program, as well as the difference between the regulatory plan andmaster plan, from the perspective of land development to analysis the result of theimplementation of the master planning. Thirdly, through the analysis of land developmenthotspots and the result of the implementation of the master planning, we select Xintang’s oldtown, the past town, industrial zones, villages and upscale residential area as example, andanalysis the process of these example. Through these case studies, we study the factors thataffect the planning implementation. Finally, we think about the role of the master plan ofXintang, make some suggestion, which means the discussion.We find that the master plan using two ways to control the urban construction activities.One is affecting the supply of urban land through the affect of the public investment, the otheris constraints of land demand through the management of urban construction. Institutionalenvironment, market demand and supply, planning, administrative tools, and the builder,these elements will all affect the result of planning during the implementation of master plan.In these elements, the market supply and demand are the dominant factor in theimplementation of planning. The institutional environment is an important guarantee of theimplementation. And the active and passive activities of the builders are the main variables ofthe implementation process. To Xintang, the investment on infrastructure, such astransportation, is an important factor which promotes urban development. The growthmachine which composed of business and government is the direct factor which promotesurban growth. By controlling transaction costs, the administrative tool controls urbandevelopment. When the government reduces transaction costs, it can promote urbandevelopment. During the urban renewal process, the construction cost, which led by quo builtenvironment, is too high. This is the main reason for the lagging of urban renewal process. Atthe same time, the construction of new city center needs to mobilize a lot of social resources.It can be successfully implemented only with the combination of the growth coalition.
