Research On The Implementation Evaluation Of Land Use Planning In Jingtai County

The overall land use planning plays a leading role in land management work,is the premise and guarantee for the rational distribution and utilization of land resources,and is the main means to solve the increasingly prominent contradiction between people and land.After the implementation of the Jingtai County Land Use Master PIan(2006-2020),the Land and Resources Bureau made major adjustments to Jingtai County’s development strategy.With the construction of the China Civilization Heritage Innovation Zone,the Silk Road Strategy,and the National Ecologica’l Safety Barrier Comprehensive Experimental Zone Implementation,land use in Jingtai County is facing a new situation.In order to fully understand the progress of the implementation of the plan and ensure the smooth implementation of the plan,Jingtai County will comprehensively carry out the adjustment and improvement of land use planning in 2016.The evaluation of the overall implementation of land use is the core content of this work.Based on the national requirements and the regional characteristics of Jingtai County,this paper constructs a comprehensive evaluation index system based on the combination of qualitative and quantitative analysis from Jingtai County’s planning implementation indicators and implementation benefits.The evaluation system includes 25 evaluation indicators,including the implementation level of planning indicators,the degree of adjustment of land use structure,the degree of land intensive use,the degree of completion of planning implementation,and the benefits ofplanning implementation.It covers the main contents and land use of Jingtai County.Features.Then,using the Delphi method and the analytic hierarchy process to determine the weight of each evaluation index,the multi-factor comprehensive evaluation method and the fuzzy comprehensive evaluation method are selected to evaluate the implementation of the overall land use planning in Jingtai County,according to the corresponding standardization.The formula quantifies the results and compares the evaluation results.The research results show that the overall situation of Jingtai County’s planning and implementation is good,and the planning expectations are achieved to a large extent,but there are also many problems.The specific conclusions are as follows:(1)The implementation level of planning indicators is good,and the completion level of cultivated land and basic farmland protection indicators in Jingtai County are very good.In 2014,the current area of cultivated land in Jingtai County reached 69,155.91 hectares,the planned index was 721,903 hectares,the implementation rate of planning indicators was 94.86%,the basic farmland protection area was 49,170.27 hectares,the planning index was 48,079 hectares,and the implementation rate of planning indicators was 102.27%.(2)The degree of adjustment of land use structure is basically in line with expectations.The results of the two evaluation methods are all in the middle.Considering the economic development,the balance between population and construction land,the degree of structural adjustment of agricultural land and construction land is not optimistic.(3)The extent of land intensive use is general.Due to the low scores of per capita urban construction and industrial and mining land,the overall score of the standard is lowered.The main reason is that urban population growth and urbanization construction are slow,and planning needs to be adjusted for existing problems.(4)The implementation of the plan is completed to a good extent.Due to the attention paid by the Jingtai County Government to the implementation of the plan and the active participation of the people of the county in the planning process,the Jingtai County planning system construction work was completed.(5)The efficiency of planning and implementation has been significantly improved.In 2005,the total production value of Jingtai County was 1.651 billion yuan,and it increased to 5.379 billion yuan in 2014.In 2005,the forest ground score of Jingtai County was 11,719.81 hectares,and in 2014 it increased to 17976.57 hectares.After the implementation of the plan,the economic,social and ecological benefits of Jingtai County have been effectively improved.
