Research On Satisfaction Degree Evaluation Of Master Plan Implementation

With the rapid development of China’s social and economic fields, and the continuously advancing democratization process, as well as the scholars’ profounder awareness of urban planning implementation evaluation, the public standard values will gradually reflected in the overall urban planning implementation evaluation. Since the1980s, Western countries has been occupied by Customer-Guide-Government Idea, Result-Guiding Government idea, Total Quality Management Thought, The Marketable Supplied Public Services as well as Public-participation in government performance evaluation, etc. At the same time, public-participation in urban planning is attracting more and more attention, but in general, the public participation in planning compilation stage or implementation stage is still relatively a mere formality.Satisfaction theory springs from the field of psychology and matured in the field of economics and have been applied to the field of sociology, management etc. Its application in urban planning evaluation is still a new topic. Discussion about adding satisfaction survey to the overall urban planning has been focused by some scholars, but the systematic and in-depth study for concepts, models and evaluation system are scarcity. In this paper, the effect of the master planning implementation will be valued from the perspective of the public, with public satisfaction to measure the effectiveness of master plan, to learn public reaction of implementation in the data indicators in spite verify the index of land use or space deviation and correspondence, to explore a new way as a strong complement to evaluate the effect of master planning implementation more comprehensively from the perspective of masses of users and participants, providing a solid basis for planning and management.On account of the summary and relevant research domestic and overseas, this paper is based on the classic satisfaction theory and model, and the corrections made by the field of sociology, as well as the characteristics of master plan implementation, establishing a scientific and objective public satisfaction evaluation model and system of master plan implementation. Then take the example of Laiwu city, this paper use the system to evaluate the public satisfaction, feedback the problems, put forward the corresponding countermeasure, to verify the applicability of the evaluation system.First of all, this paper puts forward the master plan implementation satisfaction evaluation research background, purpose, significance, research contents, research methods, research framework, as well as domestic and international theories about master plan implementation evaluation and satisfaction model of research reviews.Then this paper defines the connotation of master plan implementation satisfaction,and selects the components as the research variables, puts forward the master plan implementation satisfaction research model and hypothesis. Collecting data by the questionnaire, this part of paper verifies the hypothesis, established the satisfaction model of master plan implementation.Based on the satisfaction model of master plan implementation, then this paper constructs the master plan implementation evaluation index system. By selecting the appropriate evaluation method, reasonable program running, determine weights of each index, this paper take Laiwu city as example, makes the measurement and evaluation of public satisfaction of master plan implementation.Finally, combined with the results of case analysis, this paper makes the main research conclusions, and summarizes the research limitations and prospects.
